The procurement concerns a fixed-wing electric aircraft with at least two seats and an associated charging solution. As part of its commitment to advancing sustainable aviation, Oulu University of Applied Sciences seeks a reliable and innovative solution tailored to its needs. The aircraft to be procured will support the research, development, and training initiatives at Oulu University of Applied Sciences. The aircraft must be able to operate between airports located near Oulu and be suitable for its intended purposes. The aircraft must comply with European or Finnish aviation standards, and it must be certified by the time of delivery, enabling it to obtain either a Certificate of Airworthiness or a Permit to Fly in Finland. The aircraft must deliver sufficient range, performance, and reliability to effectively support research, development, and training applications. In addition to EASA CS-23 and CS-LSA certified aircraft, ultralight category aircraft can be tendered if it holds the certificate of the LTF-UL standard approved by the German aviation authority or the UL2 standard approved by the Czech aviation authority, as required by the Finnish Transport and Communications Agency Traficom (https://www.traficom.fi/en). The tender must include the following elements (1 and 2): 1) At least Two-Seater Electric Aircraft: An electrically powered fixed-wing aircraft with seating capacity for at least two individuals, designed for flights between regional airports and airfields. 2) An Electricity Charging Solution for the Aircraft: The tendered aircraft must include a compatible charging solution to be used at a designated home airfield. The charging solution must include all necessary equipment and infrastructure to ensure efficient and safe charging. The charging solution must be able to charge the batteries in less than two (2) hours, from 20 % capacity to a level which can sustain a 45-minute flight. In addition to the aforementioned mandatory elements (1 and 2), the tenderer may include in the tender information on the charging possibilities for the tendered electric aircraft at airfields other than the home airfield. 3) Description of Aircraft Charging: The Tenderer is requested to include in the tender a detailed description of how the tendered aircraft can be charged at airfields where no fixed charging solution is available. This description may cover alternatives such as integrated or portable charging solutions compatible with single or three-phase power, as well as recommendations for additional equipment to facilitate the charging. The procurement is co-funded by the Council of Oulu Region, The Just Transition Fund, JTF (SAAC – Northern Ostrobothnia Sustainable & Advanced Aviation Consortium project (J11149)).
